Streets around Jupiter Farms Road flooded worse than at any time since Frances and Jeanne in 2004. The district manager told CBS12 that in events like that, the roads act as drainage.

King Tides on the Loxahatchee
The year's highest tides arrive between September and December and peak in October and November, according to the Village of Tequesta. They can flood low streets with no rain at all.
