Every lot drains to the swale out front. The swale drains through a culvert under each driveway toward the canals. When grass clippings, sand or a crushed pipe block that path, heavy rain has nowhere to go but back toward the house. It sits against the slab until the ground can take it.

Flatwoods soils like the ones under Port St. Lucie often carry a hardpan, a layer of sand cemented with organic matter that stops water draining downward. In the wet season the water in these soils commonly sits six to eighteen inches below the surface, according to UF/IFAS soil scientists. Rain from a summer storm has nowhere to soak away.
